Essential Homes is a report by Anika Legal, Better Renting and CPRC that sets out the case for treating renting as an essential service.
Drawing on a nationally representative survey of more than 1,000 people, the report finds broad support—including among landlords—for recognising renting as an essential service and for reforms to improve stability, affordability and fairness in the rental market.
The report outlines a framework for renting based on four core principles: stability, affordability, comfort and accountability. It also identifies practical reforms aimed at aligning renting with the standards typically expected of essential services.
