Too hot, too cold, too costly

Renters deserve to live in a safe, healthy and energy efficient home, yet many Victorian renters face unsafe living conditions and excessive energy costs. In collaboration with Anika Legal, Consumer Action Law Centre, this research gives a clear picture of the problems Victorian renters face, based on interviews, surveys, and case studies.

This report looks at:

  • The real-life effects of energy-inefficient rental homes on renters’ health and finances
  • The obstacles renters face when trying to get repairs or improvements done
  • The power imbalance between landlords and tenants that keeps bad conditions in place
  • Practical recommendations to improve rental standards and protections

Recommendations

To improve conditions for Victorian renters, we make the following recommendations:

Strengthen minimum standards to cover energy efficiency

Introduce new accountability frameworks for landlords
icon
Continue to introduce civil penalties and strengthen enforcement provisions.

Reform disclosure requirements for landlords.

Introduce “Roadworthys for rentals”
icon
Commit to transparent reporting on Rental Dispute Resolution Victoria (RDRV).

Introduce further law reform to disincentivise landlords from evicting renters where they are not at fault
icon
Ban rental increases in circumstances where the landlord is in breach of their duties
